University
It is an integral part of the university. The personnel department operates on the basis of the Charter of the University, in its practical activities is guided by the instructions and orders of the University and the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan.
Implementing the laws of the Republic of Uzbekistan, the National Personnel Training Program, Decrees of the President, resolutions of the Cabinet of Ministers, on the education and upbringing of the younger generation, together with the administration of the university, provides capable members of the teaching staff and staff with a volume of work.
The following groups are assigned to the personnel department by type of work:
- work with teachers, assistants, administrators and service personnel;
- working with students and young professionals;
- work in each group under the leadership of the head of the personnel department in accordance with job descriptions is carried out independently by inspectors and senior inspectors;
- the Human Resources Department monitors the observance of the staff list of the university departments and eliminates the shortcomings identified by the departments;
- the personnel department must improve their skills and comply with internal regulations in accordance with labor legislation;
- the head of the personnel department is appointed and dismissed by order of the rector of the university;
- employees with at least 5 years of work experience in the field of higher or secondary specialized education are involved in the position of head of the personnel department;
- the head of the personnel department must comply with the current legislation of the Republic of Uzbekistan, the Charter of the University, the Regulations on the personnel department and the job description;
- the personnel department has a round seal with the names of the university.
Responsibilities of the Human Resources Department
- control over the timing of hiring, dismissal, transfer, competition and certification;
- ensuring that the faculty, students, staff and students comply with the internal regulations of the university and the legislation of the Republic of Uzbekistan, including their encouragement, financial assistance, making suggestions, disciplinary action;
- coordination of the university staff schedule with the department of finance and planning;
- maintain contact with other higher personnel organizations;
- communication with graduates of undergraduate, graduate and postgraduate studies for work at the university;
- control the conduct of personal files, T-2 cards of faculty, students and employees;
- issuance of identity cards, control over the timely renewal of certificates for faculty and staff;
- control the timely and correct completion of diploma forms and applications by graduates;
- maintaining a work book and accurate accounting;
- registration of conscripts;
- supervise the proper preparation of applications and documents for retired faculty and staff and the submission of pensions to social welfare departments;
- keep statistical records of all categories of teaching staff and employees of the University;
- monthly provide information on quotas and staffing to the district department of employment and social protection;
- control of the conclusion of an employment contract in 2 copies in writing;
- ensuring the timely execution of orders for mobilization and travel abroad.
