If girls enrolled in master's programs on a contract basis apply for a grant but are not selected, won't their tuition fees be covered by the state budget?

Many people are interested in such questions. The reason is that in the broadcast on one of the TV channels, girls studying in master's programs on a contract basis, if they cannot pass the grant allocation, will pay their own tuition fees. According to the Ministry of Higher Education, this segment is somewhat misinterpreted.

Therefore:

girls studying in master's programs on a contract basis can freely participate in the distribution of grants, this is their right. Only the GPA should be higher than 3.5;

if they cannot get a grant in the distribution competition, then they can submit an application for reimbursement of the contract amount from the state budget by september 15, which is also their right. Failure to pass the grant distribution cannot be grounds for revoking their right. That is, the state will continue to pay for girls on the contract, this is not limited;

if the state is still paying for girls on contract, then the question may arise: why is it even necessary to participate in grant distribution? According to ministry officials, the main difference is whether the scholarship is paid or not. That is, scholarships will also be paid to girls who received grants through the distribution competition, but scholarships will not be paid to girls whose contracts are covered from the state budget.
