"The Educational and Methodological Department is an administrative structure overseeing the educational process. It operates based on the objectives defined in the Republic of Uzbekistan's Law 'On Education' and the National Program for Personnel Training, implementing the tasks outlined therein."
The Educational and Methodological Department is responsible for improving the university's educational process based on advanced scientific achievements, providing essential educational documents, and summarizing the advanced achievements of faculties and departments in their educational activities.
The Educational and Methodological Department pays great attention to incorporating all necessary subjects into the educational process to ensure that students graduate as competent and qualified specialists who meet the demands of the time.
According to the relevant decisions the of Ministers of the Republic of Uzbekistan, there are no restrictions on admission to higher education institutions based on ethnic origin, religion, disability, immigration status, or gender when submitting documents for entrance exams and participating in competitions. At Andijan State University, professors, staff, and students can actively participate in all state events held at the higher education institution without any restrictions based on ethnic origin, religion, disability, immigration status, or gender. Additionally, social and economic support mechanisms are fully implemented to ensure equal opportunities for all students.

• perform the duties of the chair of the educational and methodological council;
• organize the activities of the staff of the educational and methodological department, provide methodological and practical assistance to the staff in executing their duties, and monitor the quality of service performance;
• prepare the annual work plan for the educational and methodological department;
• participate in the work of the university scientific council;
• prepare drafts of orders and directives from the rector for implementing orders and instructions from the Ministry of Higher and Secondary Specialized Education regarding educational activities, as well as decisions from the university Scientific Council at the university level;
• organize the analysis of the provision of educational-methodological literature and qualified specialists for areas and specialties;
• prepare information and data regarding educational activities for meetings of the university scientific council and deans' meetings;
• monitor the implementation of rector's orders, directives, and instructions related to educational-methodological activities in faculties;
• develop a plan for organizing the educational process for the new academic year and coordinate the activities of faculties regarding its implementation;
• review and prepare annual working educational plans for approval based on educational directions;
• establish and approve standards for faculty workloads based on the volume of educational loads across the university and existing staff units;
• establish control over the quality of distribution of workload among faculty members based on departmental meeting decisions and prepare drafts of rector's orders accordingly;
• take measures to ensure compatibility between departmental educational loads and staff units, and make proposals regarding staffing allocation or reduction;
• develop the university's educational schedule based on proposals from faculties and educational plans, and prepare drafts of rector's orders regarding this matter;
• organize surveys to study students' opinions about professors, teachers, and the educational process, analyze faculty data at the university level, and draw conclusions;
• ensure effective organization of final qualification work defenses and final exams. implement administrative oversight during the final exam process;
• provide methodological assistance to deputy deans and educational support staff in organizing and controlling the educational-methodological process;
• organize the preparation of methodological guidelines for faculties and departments regarding organizing and controlling educational-methodological processes;
• propose rewards or disciplinary measures for professors, teachers, and educational support staff who are performing effectively or have shortcomings within their granted authority;
• prepare requested information for ministries and other higher organizations based on intructions from the rector (or vice-rector for educational affairs);
• continuously analyze normative and operational documents related to the educational process and propose improvements according to established procedures; summarize proposals from faculties.
• identify measures to enhance the qualifications and work efficiency of the department staff and improve the department's activities;
• improve the department's website and ensure timely updates of relevant information;
• take measures to staff the department with experienced employees who can approach their work creatively, decisively, and fairly;
• summarize annual reports on educational-methodological activities from faculties;
• organize oversight of labor and academic discipline among department staff, professors, teachers, and students;
• review and address requests, complaints, and applications related to educational activities;
• analyzing problematic situations and misunderstandings related to educational activities and take measures to resolve them in accordance with established procedures;
• organizing the analysis of the educational-methodological activities of the dean's office and departments. Monitor the correction of identified shortcomings by departments and dean's offices, providing them with methodological and practical assistance.
The main responsibilities of the Deputy Head of the Educational and Methodological Department
• serves as the deputy head of the department
• establishes control over the implementation of ministry decisions, orders, and instructions regarding the organization and oversight of the bachelor's degree educational process at the university level.
• establishes control over the provision of regulatory and working documents related to the educational activities of the dean's office and departments, ensures compliance, and takes measures to eliminate shortcomings in this regard;
• organizes the centralized registration of records for subjects;
• monitors the quality of service tasks performed by the staff of the administration, dean's office, and educational support staff of the departments;
• determines the planned volume of academic loads for each field;
• collaborates with department heads to establish the academic load volume for departments and provides recommendations regarding the number of department staff;
• controls the fair and accurate distribution of academic loads by positions and provides methodological assistance to departments in this regard;
• collects and summarizes proposals from faculties regarding the academic schedule and prepares a draft university academic schedule based on this;
• keeps track of changes in academic loads and their distribution throughout the academic year (for justified reasons), clarifies the causes, and proposes relevant measures;
• monitors the quality of organizing the educational process in faculties and organizes methodological assistance to eliminate shortcomings in this area;
• coordinates the activities of faculties and departments to ensure that regulatory documents for educational-methodological processes (working curricula and working educational programs, administrative documents, etc.) are prepared according to current requirements and undergo approval in the established order, providing methodological and practical assistance in this regard;
• organizes an analysis of the content and quality of regulatory documents related to the educational process to ensure compliance with educational standards and summarizes feedback at the university level, taking measures to improve these documents based on this feedback.
Main Responsibilities of the Educational and Methodological Department Staff (Methodologist, Inspector, Secretary, and Administrator):
• conducts monitoring of the provision of educational literature and educational-methodological collections in collaboration with the Scientific Information Resource Center and departments.
• analyzes the needs of departments for educational-methodological literature and provides methodological and practical assistance in developing the scientific-methodological work plan for the departments based on this analysis.
• develops a plan for creating and publishing educational-methodological literature across the university based on the needs of the departments, and provides methodological and practical assistance to authors in preparing the necessary documents for recommending educational-methodological literature for publication.
• prepares proposals regarding the quantity of educational literature intended for publication at the university printing house based on the number of students in educational areas.
• analyzes whether the created educational-methodological literature corresponds to the educational programs and meets the requirements of the concept for creating educational literature, and organizes discussions at the educational-methodological council.
• monitors the implementation of the scientific-methodological work plan of the departments.
• acts as the responsible secretary of the university's educational-methodological council, prepares the work plan of the council in agreement with the chairperson, and prepares topics for discussion.
• monitors the implementation of council decisions.
• monitors the implementation of the work plan of faculty educational-methodological councils and provides methodological assistance in effectively organizing their work.
• ensures the execution of all types of assignments from higher organizations regarding the provision of literature in educational areas and specialties in collaboration with the ARM (Academic Resource Management).
• prepares technological maps for class schedules and working class schedules for first block subjects of bachelor’s programs within the established timeframe and quality standards, organizes their approval, and delivers them to faculties.
•establishes control over the reflection, execution, and evaluation process of independent study assignments for students in working educational programs for first block subjects and provides methodological assistance to departments in this regard
• develops a schedule for re-evaluations for first block subjects and monitors their conduct according to established procedures and timelines.
• prepares technological maps for class schedules and working class schedules for first block subjects of bachelor’s programs within the established timeframe and quality standards, and delivers them to faculties.
• monitors that classes are conducted correctly and according to class schedules.
• conducts monitoring of student lists, contingents, groups (subgroups), and streams based on educational areas and levels.
• monitors students' academic performance and the submission of academic debts. Takes measures to replace inter-faculty subject teachers who miss classes for certain reasons and ensures that classes are not disrupted;
• establishes control over the effective use of classrooms;
• keeps track of vacant hours in departments. In collaboration with the Finance and Planning Department, determines the hourly workload fund across the university and distributes it by types of work, preparing a draft order for the rector regarding this;
• maintains a monthly account of the implementation of hourly academic loads. Prepares a draft order for the rector regarding permission to conduct classes on an hourly basis and payment for completed academic loads, verifying the accuracy of information indicated in notifications based on records in group journals;
• preparing information on the implementation of hourly academic loads and payment status at the end of each semester during the academic year;
establishes control over the organization of students' internship practices in deans' offices and departments, ensuring the presence and quality of regulatory documents (regulations by types of internships, internship programs, working programs, methodological recommendations, assessment criteria, etc.) and provides methodological and practical assistance;
• organizes preparation, conduct, and completion of internships across the university, creating a schedule for conducting internships;
• Oversees the selection of internship sites and the signing of contracts, as well as monitoring the fulfillment of contractual obligations;
• In collaboration with the Finance and Planning Department, prepares a budget for internship expenses and drafts proposals to be submitted to the ministry according to established procedures;
• coordinates the activities of faculties regarding internships, preparing draft orders and instructions from the rector based on notifications from faculties;
• collaborates and participates in organizing organizational and final conferences for students involved in internships;
• monitors students' timely arrival at and departure from internship sites, as well as overseeing the internship process;
• supervises the activities of faculties and departments regarding internships, taking measures to address any shortcomings;
• monitors that students' internship report defenses are conducted at an adequate level;
• prepares a general report for the university based on internship reports from faculties;
• prepares proposals to improve the efficiency of using educational laboratories by analyzing their technical condition, equipment, consumables, the volume of possible laboratory work, and the workload levels of laboratories during classes;
• ensures the division of regulatory and working documents for organizing and conducting student scientific conferences (YaDA) at faculties;
• develops an action plan for preparing for and conducting YaDA examinations, monitors its implementation, coordinates faculty activities in this regard, and provides methodological assistance.
• organizes the necessary discussions and approvals from the scientific council for the exam variants for the subjects where YaDA (Student Scientific Conference) will be held;
• develops the schedule for conducting YaDA exams, establishes the procedure for conducting exams and the assessment criteria, and organizes the necessary approvals for these;
• prepares candidates for the chairmanship of the final certification commission by educational programs for submission to the ministry in accordance with established procedures;
• pepares a draft order from the rector based on the nominations from faculty deans regarding the composition of the YaDAK (Student Scientific Conference Committee);
• develops and monitors the schedule for consultations and review sessions for graduates;
• designates rooms for certification exams and monitors their preparation at the required level;
• organizes a working group and a public oversight group to ensure that final exams and defenses are conducted according to the established schedule, rules, and regulations;
• monitors the timely and accurate submission of notifications from faculties regarding graduates' participation in final exams and defenses;
• prepares an annual report on the activities of YaDAK;
• regularly checks that the results of rating assessments are accurately recorded in the rating log and group journal, providing methodological assistance to faculty members to address any shortcomings;
• oversees the formalization and delivery of orders regarding the schedule of rating assessments and the composition of commissions, ensuring they reach their destinations (for interim assessments by deans and final assessments by the rector);
• monitors the fair and accurate distribution of academic workloads by positions and provides methodological assistance to departments in this regard;
• supervises the quality of organizing the educational process in faculties and organizes methodological assistance to address any shortcomings;
• develops an action plan for preparing and conducting YaDA exams and monitors its implementation, coordinating faculty activities and providing methodological support;
• monitors the organization of make-up classes for students who have missed lessons across faculties;
• ensures that normative and working documents related to rating assessments are available in departments and deans' offices, providing methodological and practical assistance in using these documents;
• collects, analyzes, and prepares proposals based on advanced practices, suggestions, and feedback regarding the improvement of organizing and monitoring rating assessments;
• conducts analytical work related to the organization and conduct of rating assessments and prepares information within the established deadlines based on the results. Summarizes digital reports from faculties regarding rating assessment results for the university;
• monitors the quality and accuracy of work related to student transfers between courses and scholarship assignments.
• performs the duties of the assigned faculty tutor;
• monitors student attendance across groups within the faculty and prepares daily attendance reports;
• prepares prompt information on issues related to the educational process for meetings of the university Scientific Council and deans' meetings;
• analyzes group journals and monitors the elimination of identified shortcomings, providing methodological assistance;
• oversees the process of students retaking missed classes (catch-up) and prepares weekly and monthly reports on this matter;
• monitors the organization and quality of practical training specified in the curriculum within the relevant faculty and evaluates students' final reports, recommending them for defense;
• supervises the implementation of educational activities outlined in professors' individual work plans;
• monitors the availability and management of regulatory and operational documents related to the educational process in the assigned faculty's dean's office and departments, providing methodological assistance;
• ensures that surveys related to the educational process are conducted and analyzed among students from the assigned faculty, preparing relevant reports;
• monitors that current assessments (for 2nd, 3rd, and 4th-year students), as well as interim and final assessments, are conducted according to the schedule, ensuring compliance with regulations, proper documentation, availability of written records, and analyzes the quality of assessments while providing methodological support to address shortcomings;
• oversees that departments record current and interim assessment scores in registers and submit them to the dean's office at least two days before the final assessment session;
• monitors that reassessments are conducted according to established procedures and deadlines;
• Participates in the test commission for "written-test" format assessments conducted in YaN;
• checks that the results of rating assessments are accurately recorded in the rating log and group journal, providing methodological assistance to professors to address any shortcomings;
• carries out seasonal tasks related to the educational process assigned by the rector, vice-rector for academic affairs, and head of the educational-methodological department.
• prepares drafts of orders and directives from the rector to ensure the implementation of decisions made by Ministers, orders and instructions from the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, and the educational process-related parts of the university Scientific Council's decisions;
• prepares information in coordination with the university's internal control and monitoring department regarding various letters and decisions from higher organizations related to the educational process;
• develops a plan for the professional development of professors and teachers based on recommendations from departments and ensures its implementation;
• Organizes the professional development and experience-gaining activities for young pedagogical staff;
• monitors the arrival of professors and teachers undergoing professional development and retraining to the designated locations according to the plan and analyzes the status of plan implementation;
• collects and analyzes reports from professors and teachers who have undergone professional development and retraining, and receives copies of certificates;
• manages and organizes paperwork in the office of the vice-rector for educational affairs and the educational-methodological department;
• monitors the timely execution of reports, information, and data from the vice-rector for educational affairs, as well as drafts of orders and directives related to educational activities, ensuring that documented responses are completed on time;
• ensures that instructions, assignments, and information related to educational activities reach the deans’ office and departments;
• summarizes requests for documents or material-technical resources related to the educational process from the dean’s office and departments and submits them to relevant staff in the management;
• inputs all information and letters prepared by the vice-rector for educational affairs and the head of the educational-methodological department into the computer;
• oversees the documentation of departmental paperwork and submits archived documents for disposal;
• monitors the composition of professors, teachers, and educational support staff throughout the academic year;
• keeps records of labor leaves, other vacations, and business trips related to educational activities for professors and teachers;
• ensures that students' academic records are filled out correctly and on time.
